CLUB RULES/CONSTITUTION

 

 

(1) NAME

 

The club shall be called Racing Blythe F.C. (the Club)

 

(2) THE CLUB COMMITTEE

The Club Committee consists of the following club officials:

Committee meetings are held on the second Wednesday of each month.The AGM is held in July, in place of the July Committee meeting.The quorum for the transaction of business of the Club Committee/AGM shall be four.

The Chairperson, nominated at each meeting, of the Club Committee shall have the casting vote in the event of a tie.

 

The AGM SHALL:-

1.      Receive a report on the activities of the Club in the previous year.

2.      Receive a report on the Clubs finances over the previous year.

3.      Elect/Re-elect Club Committee members and team managers.

4.      Consider A.O.B.

          

 

(3) RULES AND REGULATIONS

 

 

1.      The Club shall have the status of an Affiliated Member Club of The Football Association (Club # EMU00977 2007-2008) by virtue of its affiliation  to/membership of The Birmingham County Football Association. The Rules and Regulations of the Football Association Limited and parent County Association and Central Warwickshire Youth Football League shall be deemed to be incorporated into the Club Rules.

2.      No alteration to the Club Rules shall be effective without prior written approval by the Club Committee.

3.    Club will also abide by The Football Association’s Child Protection Policies and Procedures and the Equal Opportunities and Anti-Discrimination Policy

 

(4) CLUB FINANCES

 

1.      A bank account shall be opened and maintained in the name of the Club (the Club Account). Designated account signatories shall be the Treasurer/Club Secretary, Child Protection Officer and two nominated Team Managers.
 No sum shall be drawn from the Club Account except by cheque signed by two of the four designated signatories. All monies payable to the Club shall be received by the Treasurer and deposited in the Club Account.

2.      The income and assets of the Club (the Club Property) shall be applied only in furtherance of the objects of the Club.

3.      The Club Committee shall have power to authorise the payment of remuneration and expenses to any member of the Club and to any other person or persons for services rendered to the Club

4.      The Club shall prepare an annual Financial Statement and make it available to all Parents/Guardians

5.      The Custodian of the Club Property shall be the Treasurer and Mike McGough (Under 15's Team Manager 2004-2005 season)

(5) THE F.A CHILD PROTECTION POLICY STATEMENT

Every child or young person, defined as any person under the age of 18, who plays or participates in football should be able to take part in an enjoyable and safe environment and be protected from abuse.

 

This is the responsibility of every adult involved in football. The Football Association recognises its responsibility to safeguard the welfare of all children and young people by protecting them from physical, sexual or emotional harm and from neglect or bullying.

 

It is determined to meet its obligation to ensure that those clubs and organisations providing football opportunities for children and young people do so, to the highest possible standard of care. These procedures apply to anyone in football whether in a paid or voluntary capacity.

 

For example, volunteers in clubs, referees, club officials, helpers on club tours, football coaches and medical staff. The Football Association will consider, having taken advice, whether anyone who has a previous criminal conviction or caution for offences related to the abuse of children or young people, violence or any sexual offences should be excluded from working with children and young people.

 

This position is reinforced by U.K. legislation and guidance.

 

(6) CODE OF CONDUCT FOR COACHES

 

It is natural that winning constitutes a basic concern for coaches. This code is not intended to conflict with that. However, the code calls for coaches to disassociate themselves from a “win-at-all-costs” attitude.

 

Increased responsibility is requested from coaches involved in coaching young people. The health, safety, welfare, and moral education of young people are a first priority, before the achievement or the reputation of the club, coach, or parent.

 

Set out below is The F.A. Coaches Association Code of Conduct (which reflects the standards expressed by the National Coaching Foundation and the National Association of Sports Coaches), which forms the benchmark for all involved in coaching:

 

1.      Coaches must respect the rights, dignity, and worth of each and every person and treat each equally within the context of the sport.

2.      Coaches must place the well-being and safety of each player above all other considerations, including the development of performance

3.      Coaches must adhere to all guidelines laid down by governing bodies

4.      Coaches must develop an appropriate working relationship with each player based on mutual trust and respect.

5.      Coaches must not exert undue influence to obtain personal benefit or reward

6.      Coaches must encourage and guide players to accept responsibility for their own behaviour and performance

7.      Coaches must ensure that the activities they direct or advocate are appropriate for the age, maturity, experience, and ability of players.

8.      Coaches should, at the outset, clarify with the players (and, where appropriate, parent) exactly what is expected of them and also what they are entitled to expect from their coach.

9.      Coaches must always promote the positive aspects of the sport (e.g. fair play) and never condone violations of the Laws of the Game, behaviour contrary to the spirit of the Laws of the Game or relevant rules and regulations.

10.  Coaches must consistently display high standards of behaviour and appearance.

11.  Coaches must not use or tolerate inappropriate language

 

 

(7) CODE OF CONDUCT FOR PLAYERS

 

Football Kit

 

1.      The kit will be supplied including shirt, shorts and socks and it is the player’s Responsibility to ensure the kit is kept clean and in a good condition. 

2.      Players may be charged for any kit damaged or lost

3.      Players must attend all matches with the full kit and wear shin pads and correct/approved football boots.

4.      If cycling shorts are to be worn they must be the same colour as team shorts.

5.      No jewellery is to be worn during the match this includes earrings, necklaces and rings.

 

 

 

 

Behaviour

  

     A player should

 

1.      Make every effort to develop their own sporting abilities, in terms of skill, technique, tactics, and stamina.

2.      Give maximum effort and strive for the best possible performance during a game, even if his team is in a position where the desired result has already been achieved.

3.      Avoid all forms of gamesmanship and time wasting.

4.      Not use inappropriate language.

5.      Treat opponents with due respect at all times, irrespective of the result of the game.

6.      Safeguard the physical fitness of opponents, avoid violence and rough play, and help injured opponents.

7.      Accept the decision of the Match Official without protest.

8.      Avoid words or actions, which may mislead a Match Official.

9.      Show due respect towards Match Officials.

10.  Abide by the instructions of their Coach’s provided they do not contradict the spirit of this Code.

11.  Show due respect towards the Team Officials of the opposition

12.  Arrive at least 30 minutes before Kick-off or as instructed by the manager/assistant manager

 

 

(8) CODE OF CONDUCT FOR PARENTS/SPECTATORS

 

 

Parents / Spectators have a great influence on children’s enjoyment and success in football. All children play football because they first and foremost love the game – its fun. It is important to remember that however good a child becomes at football within your club it is important to reinforce the message to parents / spectators that positive encouragement will contribute to:

 

      •         Children enjoying football.
      •         A sense of personal achievement.
      •         Self-esteem.
      •         Improving the child’s skills and techniques.

 

Parents / spectator’s expectations and attitudes have a significant bearing on a child’s attitude towards:

 

      •         Other players.
      •         Officials.
      •         Managers.
      •         Spectators.

 

Therefore we would encourage all Parents/Spectators and Supporters of the Club to:

1.   Always be positive and encouraging towards all of the children not just their own

2.   Applaud the opposition as well as your own team.

3.   Avoid coaching the child during the game.

4.   Avoid making any adverse comments towards the match officials, opposing players or opposing fans.

5.   Respect the referee or assistant referee’s decision.

6.   Attend as many matches as possible to support the Team.

 

(9) COMMUNICATION

 

 

1.      Players/parents must always contact the manager/assistant manager no later than the Friday if unable to play on the Sunday.

2.      The management team may take disciplinary action against any players who fail to turn up without contacting the management team previously.

3.      Any player wishing to leave the team must inform the manager in writing.

4.      The management request that any grievances regarding the team on match-day are to be discussed after the next training session following the match

 

(10) MEMBERSHIP PROCEDURE/FEES

 

1.      Team members are required to pay a one off joining fee and a monthly subscription fee, payable by Direct Debit to the Clubs Bank Account.

2.      Team members and a Parent/Guardian must sign the registration form and team member only must sign the identity card. This together with two colour passport sized photographs and the joining fee must be provided by the AGM for each season.

3.      On the receipt of the above, players will be issued with a full kit.

4.      If a player leaves the team during the season the joining fee is not refundable as the monies will already have been used to fund the season

5.      A member wishing to resign from the Club shall give notice in writing to the Club Secretary and will not be entitled to claim any share of the Club property

 

(11) TEAM SELECTION

 

 

1.      The management decision is final as regards to team selection but will endeavor to be fair to all players

2.      No one can be guaranteed a full game every week. A maximum of five substitutes may be named in competitive matches, three of which may be used.

3.      All Players and substitutes are nominated to the Referee before kick off; therefore players arriving late will not be eligible to play

 

(12) INSURANCE

 

The Club will take out Insurance that covers players in the event of certain injuries. (Policy document available on request).Public Liability Insurance is covered by the Club’s affiliation to the BCFA .Whilst player to player insurance is desirable, it is not available in the current marketplace.

(13) DISCIPLINARY PROCEDURE

 

 

1.      Any person found to have broken the Club’s Policies or Codes of Conduct shall be subject to disciplinary action, to be decided by the Club Committee.

                        The Committee will have the power to:-

        •         Warn as to future conduct.
        •         Suspend from membership.
        •         Remove from membership.
        •        There shall be no appeal procedure.

 

2. Any player related fines imposed by the CWYFL will be payable by the Player

 

(14) ANTI-DISCRIMINATION AND EQUAL OPPORTUNITIES POLICY

 

1.      Racing Blythe F.C. is responsible for setting standards and values to apply throughout the club at every level. Football belongs to and should be enjoyed everyone equally. Our commitment is to confront and eliminate discrimination whether by reason of sex, sexual orientation, race, nationality, ethnic origin, colour, religion or disability.

2.      Racing Blythe F.C. will in all our activities, not discriminate or in any way treat anyone less favourably, on grounds of sex, sexual orientation, race, nationality, ethnic origin,colour,religion or disability. This includes:-

        •         The advertisement for volunteers.
        •         The selection of candidates for volunteers.
        •         Courses.
        •         External Coaching and Education activities and awards.
        •         Football development activities.
        •         Selection for teams.
        •         Appointments to honorary positions.

 

3.      Racing Blythe F.C. will not tolerate sexual or racially based harassment or other discriminatory behaviour, whether physical or verbal and will work to ensure that such behaviour is met with appropriate action in whatever context it occurs.

4.      Racing Blythe F.C. is committed to the development of the programme of ongoing training and awareness raising events and activities in order to promote the eradication of discrimination within its own organization and in the wider context, within football as a whole
